1* *,1*0) 's1 zil-, 1 6 .- - -1 <br />The California Integrated Waste Management Board (Board) is the <br />authority that prescribes the quality, quantity and methodology <br />employed in the application of daily cover.' Typically, the <br />material used for the application of daily cover has been soil. <br />However, state regulations do not specify that cover material be <br />soil, only that when properly used the material will function as <br />a barrier to the 1) emergence or attraction of vectors, 2) progress <br />of fires within the landfill, 3) escape of odor and 4) excess <br />infiltrati.on. 2 Daily cover must also control erosion, prevent <br />unsightliness,3 and be applied at a compacted minimum thickness of <br />six inches.' <br />The California Code of Regulations allows the Board, in <br />coordination with its Local Enforcement Agency (LEA to consider <br />the use of suitable cover material other than soil. An operator <br />intending to use an alternative cover at a site must submit a <br />request to the Board and its LEA for consideration. Following <br />approval on the merits of the proposal, the operator shall <br />undertake a demonstration project in order to establish the <br />suitability of the alternative cover material. The duration of the <br />demonstration project should be one year but other time frames may <br />be considered. <br />The request should include the following: <br />1. A report justifying the proposed use of an alternative cover. <br />Generally this document must show that the proposed material <br />can function suitably when used as daily cover and that the <br />proposed project will not pose a threat to public health, <br />safety or the environment. This report should include: <br />(a). An explanation why the particular cover alternative has <br />been selected. <br />(b) A numerical ranking of the functional priorities <br />(Attachment 1) of cover that is specific to the site <br />being considered. For additional guidance in ranking the <br />functional priorities refer to the Environmental <br />Protection Agency's publication entitled "Design and <br />Construction of Covers for Solid Waste Landfills," (EPA - <br />600/2 -79-165). <br />(c) A comparison of the properties of the alternative cover <br />material with the corresponding properties of the soil <br />that has been used at the site for daily cover.
