As <br />noted under PRC 44014(b) above, the RDSI must be updated to reflect all current operations <br />at the site (operating hours, tonnage, acreage, etc.) and to thoroughly and completely <br />address each section (a-1) of CCR 18222. A thorough description of the City's (Public Works <br />Department) use of the landfill for the storage/stockpiling of asphalt and concrete (rip - <br />rap) must also be included in the RDSI. The use of the landfill for the temporary storage <br />of dirt from a construction project needs to be addressed. <br />14 CCR 17710- Grading of Fill Surfaces <br />Several areas of depression and subsidence were observed (see attached map) providing <br />areas for ponding of storm water. The methods of stockpiling cover (southwest of the <br />current active face) and rip -rap (see attached map) do not provide for the lateral run-off <br />of water. Of particular concern is a groundwater monitoring well located in a depression in <br />the southwest portion of the landfill along French Camp Slough. <br />(Note: P. Giambastiani of Gambi Enterprises provided an agenda from a Landfill Operation <br />Meeting" (10/14/91) where "Projects to Accomplish" concerning slope grading were identified <br />and discussed. Mr. Giambastiani indicated that a grading plan would be developed and <br />implemented in the near future.) <br />14 CCR 17682- Cover <br />On the day of the inspection it was observed that adequate cover had been placed on <br />the uppermost surface of the previous day's waste but had not been placed over the most <br />forward reaches of the active face. This standard requires daily cover, compacted to a <br />minimum thickness of six inches, to be placed over all surfaces of waste for sites receiving <br />over 50 tpd. <br />14 CCR 17684- Intermediate Cover <br />Some exposed waste was observed in areas of intermediate cover (see attached map). <br />Possible ground -water contamination was reported in the "Verification Monitoring <br />Program and Report of Waste Discharge, French Camp Landfill, 6/29/90." The RWQCB provided <br />comments to this report on 8/28/90 and requested the operator to respond by 9/17/90 so that <br />WDRs, including a Monitoring and Reporting Program, for the facility could be drafted. <br />The 3/90 RDSI states, "the sloughs on three sides of the site generally provide for <br />containment and control of leachate." Board staff requests clarification on this <br />"containment and control" method. <br />14 CCR 17709- Contact with Water <br />The 3/90 RDSI reports that "refuse was encountered in Boring MW -1 to a depth of 37 <br />feet, which is approximately 4 feet below first -encountered ground water. This indicates <br />that ground water is in contact with the refuse and a portion of the landfill." The <br />remediation of this violation needs to be addressed by the RWQCB in the forthcoming WDRs. <br />14 CCR 17777- Final Site Face <br />This standardrrequires that the slope of those portions of the fill which will be the <br />final exterior surface shall not be steeper than approximately 30°. Using a clinometer, <br />slopes of greater than 300 were found along both the French Camp and Walker sloughs (see <br />attached map). <br />Waste Management Special' <br />
