Lindsay Street <br />Stockton, California 95204 <br />Re: Expanded Initial Study, French Camp Sanitary Landfill, Initial <br />Study File #IS43-90. <br />San Joaquin County Public Health Services, Environmental Health <br />Division has the following comments concerning the Expanded Initial <br />Study: <br />1. The Report of Disposal Site Information (RDSI) states <br />that cover material is imported from both private and <br />public construction sites. Is this material routinely <br />tested for contaminants such as metals and volatile <br />organic compounds? <br />2. The City assumes a 10 percent annual population increase <br />in estimating 1996 tonnage figures. The Central Stockton <br />Plan (Kaplan, McLaughlin and Diaz, 1988) projects an <br />average annual growth rate of 3.4% over the 30 year <br />period from 1980 to 2010. Preliminary census figures <br />from the City's Planning Division indicate a 1990 <br />population'of 203,800, a 3.1% average annual increase <br />from the 1980 figure of 149, 779. The State Department of <br />Finance projects a 1.6% average annual growth rate in the <br />next 10 years (Stockton Record, May 4, 1990). What is <br />the basis of the 10% annual growth figure that is used to <br />project future waste quantities? <br />3. What is the extent, of contamination found in groundwater <br />monitoring well #1? <br />4. The RDSI indicates that the city is reviewing the <br />feasibility of composting garden waste. Under current <br />standards, composting constitues a significant change in <br />operation and would recuire a permit revision if it is <br />not specifically addressed in this CEQA review and permit <br />A Division of San Joaquin Cl"Iro Health Care Services <br />
