MONITORING AND REPORTING PROGRAM <br />CITY OF STOCKTON <br />FRENCH CAMP LANDFILL <br />LIMITED CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />_4_ <br />affected. The Discharger has been requested to initiate evaluation <br />monitoring and propose corrective actions pursuant to Article 5, Chapter <br />15. The Corrective Action Program shall include, but not be limited to, <br />any evaluation monitoring, investigation, data collection, data analysis <br />or other tasks necessary to monitor the effectiveness of corrective <br />actions or to begin any ground water cleanup needed to achieve compliance <br />with the Water Quality Protection Standard. <br />A sampling and Analysis Plan shall be submitted to Board staff by 31 March <br />1993 for approval. The sampling and analysis plan shall include specific <br />methods for surface water, ground water, and vadose zone pore fluid water <br />quality sample collection, handling, chain of custody control, analytical <br />procedures, and field and laboratory quality assurance and quality <br />control. <br />The Discharger shall submit by 31 March 1993 a proposed surface water <br />monitoring program in accordance with Article 5 of Chapter 15. <br />Walker and French Camp Sloughs shall be sampled upstream and downstream <br />of the waste management facility at the locations shown on Attachment " B" , <br />which shall constitute the points of compliance for surface waters. <br />Surface water flows from on and around WMUs shall be sampled at the <br />points] where they leave the facility boundary, during the first storm <br />of the rainy season which produces significant flows. Surface water <br />samples shall be analyzed for the following: <br />Parameter/Constituent Units <br />Total Organic Carbon <br />mg/l <br />Specific Conductance (field) <br />µmhos/cm <br />pH (field) <br />pH units <br />Total Dissolved Solids <br />mg/l <br />Hardness (as CaCO3) <br />mg/l <br />Chlorides <br />mg/l <br />Sulfates <br />mg/l <br />Dissolved Iron <br />mg/l <br />Manganese <br />mg/l <br />Nitrate (as N) <br />mg/l <br />
