The existing side slopes of the landfill adjacent to French
Camp and Walker Sloughs are steeper than 3:1 (horizontal to
vertical) and in some places appear to be steeper than 1 3/4
to 1. Pursuant to Title 14 California Code of Regulations
(CCR), Division 7, Chapter 3, Article 7.8, Section 17777,
the final site face of a solid waste disposal site shall not
be steeper than 1 3/4 to 1 and a slope stability report must
be developed and submitted to reviewing agencies if the
final site face is steeper than 3 to 1 or if the slopes or
foundation of the site is located on unstable earth units.
Due to the age of the landfill and the lack of available
information regarding the stability and placement of the
fill,'a slope stability study is required to be conducted.
The timing of the execution of the slope stability study
should precede the design of the perimeter road/drainage
system.
2. Permanent landfill gas monitoring wells were not observed.
Although the site is surrounded by water on three sides,
landfill gas monitoring is still required to ensure that
public health and safety is not impacted by landfill gas
migrating into the scale house, into the sloughs(degrading
ground and/or surface water), or underneath and beyond
Interstate 5.
3. Ground water monitoring well no. 8 grout seal with adjacent
soil was cracked at the surface. The depth and significance
of this cracking was not determined in the field. Board
staff recommend that the cracking be evaluated prior to the
onset of the rainy season.
-- Printed on Recycled Paper --
