Sampling of the ground water from well No. 1 indicated that a <br />release of waste from the landfill has occurred. Under Article 5 the City was <br />required to conduct an evaluation monitoring program and submit a report <br />containing the maximum concentration of constituents, proposed changes to the <br />monitoring program and a detailed description of measures to assess the nature <br />and extent of the release. This report was due 90 days after the <br />determination of a release, the report would have been due 90 days after <br />Article 5 went into effect, which was 1 July 1991. A corrective action report <br />is due 180 days after statistical evidence of a release. Both the evaluation <br />monitoring report and the corrective action report are overdue. <br />You should carefully review Article 5 requirements, particularly the required <br />due dates for various reports and actions required of the City. By 1 May <br />1992, we request the City provide the Regional Board with a timetable which <br />details the City's proposed actions to return to compliance with Article 5. <br />Please direct future correspondence to William Marshall who will be <br />responsible for this project.
