Mr. Giambastiani indicated that this area would most likely <br />handle the anticipated volume of waste material for the next <br />10 to 20 years. A small portion of this area was used for fill <br />in the past, when a burning dump existed at the site. <br />A 10 -foot excavation into this old fill area, adjacent to the <br />W,,lker Slough levee, revealed stratified refuse and soil cover. <br />The excavation contained about six inches of standing, dark - <br />colored liquid. <br />Our inspection indicates that this solid waste disposal site is <br />operated in a manner unsuitable for protection of local surface <br />and ground waters. Inadequate compaction, lack of good inter- <br />mediate soil cover, and deposition of refuse on the slough side <br />of the levee greatly increase the potential for pollution and <br />degradation of the waters of the state. No waste discharge re- <br />quirements govern the operation of this site. <br />It is suggested that the City of Stockton be required to submit <br />a report of waste discharge and supplementary site operation, <br />design, and maintenance information, so that we may formulate <br />the appropriate requirements t6`theure that the beneficial uses <br />of local surface and ground waters are protected adequately. <br />Steven C.
