MONITORING AND REPORTING PROGRAM 12 FOR CITY OF STOCKTON FRENCH CAMP LANDFILL CLASS III LANDFILL SAN JOAQUIN COUNTY 3. Monitoring Points Monitoring Points (including background) for detection monitoring shall be those listed in this Monitoring and Reporting Program and shown on Attachment B. Ground water monitoring point MW-1 will be used for evaluation monitoring: Surface Water: SW-1, SW-2, and SW-3 Ground Water: MW-1, MW-2, MW-3, MW-4, and MW-5 4. Points of Compliance The Points of Compliance shall be those listed in this Monitoring and Reporting Program and shown on Attachment B. Surface Water: SW-3 Ground Water: MW-2, MW-3, and MW-4 5. Compliance Period The Compliance period is the number of years equal to the active life of the MSWLF plus the closure period. Each time the Water Quality Protection Standard is exceeded (i.e.. a release is discovered), the MSWLF begins a Compliance Period on the date the Board directs the Discharger to begin an Evaluation Monitoring Program. If the Discharger's Corrective Action Program (CAP) has not achieved compliance with the Standard by the scheduled end of the Compliance Period, the Compliance Period is automatically extended until the MSWLF has been in continuous compliance for at least three consecutive years. 6. Corrective Action Program Monitoring well MWA has VOC contamination. As of 29 June 1990, ground water from this well contained benzene, ethvlbenzene, chlorobenzene, dichlorobenzene, toluene, and xylene. A Verification Monitoring Report prepared by the Discharger indicates that downgradient wells have not been affected. A Corrective Action Program for the cleanup of contamination near M -1 shall be proposed by the Discharger after the results of an ongoing Evaluation Monitoring Program are analyzed.
