MONITORING AND REPORTING PROGRAM 12 <br /> FOR CITY OF STOCKTON <br /> FRENCH CAMP LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 3. Monitoring Points <br /> Monitoring Points (including background) for detection monitoring shall be those listed in this <br /> Monitoring and Reporting Program and shown on Attachment B. Ground water monitoring point <br /> MW-1 will be used for evaluation monitoring: <br /> Surface Water: SW-1, SW-2, and SW-3 <br /> Ground Water: MW-1, MW-2, MW-3, MW-4, and MW-5 <br /> 4. Points of Compliance <br /> The Points of Compliance shall be those listed in this Monitoring and Reporting Program and <br /> shown on Attachment B. <br /> Surface Water: SW-3 <br /> Ground Water: MW-2, MW-3, and MW-4 <br /> 5. Compliance Period <br /> The Compliance period is the number of years equal to the active life of the MSWLF plus the <br /> closure period. Each time the Water Quality Protection Standard is exceeded (i.e.. a release is <br /> discovered), the MSWLF begins a Compliance Period on the date the Board directs the Discharger <br /> to begin an Evaluation Monitoring Program. If the Discharger's Corrective Action Program <br /> (CAP) has not achieved compliance with the Standard by the scheduled end of the Compliance <br /> Period, the Compliance Period is automatically extended until the MSWLF has been in continuous <br /> compliance for at least three consecutive years. <br /> 6. Corrective Action Program <br /> Monitoring well MWA has VOC contamination. As of 29 June 1990, ground water from this <br /> well contained benzene, ethvlbenzene, chlorobenzene, dichlorobenzene, toluene, and xylene. A <br /> Verification Monitoring Report prepared by the Discharger indicates that downgradient wells have <br /> not been affected. A Corrective Action Program for the cleanup of contamination near M -1 <br /> shall be proposed by the Discharger after the results of an ongoing Evaluation Monitoring <br /> Program are analyzed. <br />
