WASTE DISCHARGE REQUIREMENTS _4_ <br /> FRENCH CAMP LANDFILL <br /> CITY OF STOCKTON <br /> SAN JOAQUIN COUNTY <br /> CEQA CONSIDERATIONS <br /> 24. The action to adopt WDRs for this landfill is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 21000, et seq.), <br /> in accordance with Title 14, CCR, Section 15301 for existing facilities. <br /> OTHER LEGAL REFERENCES <br /> 25. The Board has adopted the Water Quality Control Plan, Second Edition, for the San <br /> Joaquin River Basin (513). This Order implements the water quality objectives stated in <br /> that Plan. <br /> 26. All local agencies with jurisdiction to regulate land use, solid waste disposal, air <br /> pollution, and to protect public health have approved the use of this site for the <br /> discharges of waste to land stated herein. <br /> 27. The Board has notified the Discharger and interested agencies and persons of its <br /> intention to update the WDRs for this facility. <br /> 28. In a public hearing, the Board heard and considered all comments pertaining to this <br /> facility and discharge. <br /> IT IS HEREBY ORDERED that the City of Stockton, in order to meet the-provisions of <br /> Division 7 of the California Water Code and the regulations adopted thereunder, shall <br /> comply with the following: <br /> A. Prohibitions: <br /> 1. The discharge of 'hazardous waste' and designated waste' at this facility is <br /> prohibited. <br /> 2. The discharge of solid or liquid waste or leachate to surface waters, surface water <br /> drainage courses, or ground water is prohibited. <br /> 3. The discharge of waste to ponded water from any source, is prohibited. <br /> 4. The discharge of waste within 100 feet of surface waters is prohibited. <br />
