The report summarizes results of retest samples from monitor wells MW-9A and -913. <br /> MW-9A and—913 were retested for trichlorofluoromethane and 1,2-dichloroethane respectively because <br /> these compounds exceed water quality goals for the Second Quarter monitoring event. The report <br /> concluded that the retesting has confirmed the presence of 1,2-dichloroethane in MW-913; the presence <br /> of trichlorofluoromenthane was not confirmed. Intermittent, low level VOC concentrations have been <br /> detected in groundwater at French Camp repeatedly during previous monitoring events. These <br /> detections are consistent with landfill releases of VOC gases. Staff anticipates that closure of the landfill <br /> and installation of a landfill gas extraction system will be an effective corrective action for VOC <br /> releases. A Landfill Closure Plan for the French Camp facility has been approved and the Regional <br /> Board adopted Revised Waste Discharge Requirements for closure. <br /> Waste Discharge Requirements (WDRs)Order No. R5-2004-0159 requires completion of closure <br /> construction by 31 December 2005. The current owner of the facility, Stockton Sports Park LLC, has <br /> informed staff that due to redevelopment plans the landfill will not be closed in 2005. To avoid <br /> violating the facility's WDRs and incurring the subsequent administrative civil liability a complete <br /> revised closure plan must be submitted no later than 31 August 2005. This will give staff time to <br /> complete revised WDRs for the 2 December 2005 Board meeting. If you miss the 31 August submittal <br /> date and revised WDRs are not adopted in December,the landfill will be out of compliance with the <br /> WDRs.
