(CASE NO <br /> 3032) <br /> We have reviewed the Second Quarter 2005, French Camp Landfill Monitoring Report submitted on <br /> 29 July 2005 by GeoLogic Associates on behalf of Allied Waste Industries, Inc. The enclosed <br /> Monitoring Report Compliance Checklists summarizes our comments on the report. The report is <br /> complete. <br /> A Landfill Closure Plan has been approve and Revised WDRs for closure adopted. The Plan and WDRs <br /> have closure construction completed during the 2005 construction season. The cover is anticipated to <br /> remediate releases to groundwater. <br /> Waste Discharge Requirements (WDRs) Order No. R5-2004-0159 requires completion of closure <br /> construction on the landfill cover by 31 December 2005. Because of redevelopment plans the landfill <br /> will not be closed in 2005. To avoiding violating your WDRs and incurring the subsequent <br /> administrative civil liability a complete revised closure plan must be submitted no later than 31 August <br /> 2005. This will give staff time to complete revised WDRs for the 2 December 2005 Board meeting. If <br /> you miss the 31 August submittal date and revised WDRs are not adopted in December, the landfill will <br /> be out of compliance with the WDRs.
