The plan proposes to close <br /> French Camp landfill with a final cover consisting of at least two feet of foundation layer, overlain <br /> with one foot thick compacted clay liner and a vegetation layer. The plan is complete and complies <br /> with the provisions of Title 27 California Code of Regulations for closure of landfills. Staff concurs <br /> with the plan. <br /> On 9 March 2004 staff issued a detailed comment letter addressing various issues concerning the plan, <br /> especially the stability of levee slopes.
