The Work Plan was prepared in <br /> response to a letter dated 14 May 2003 by the Regional Water Quality Control Board Staff(Staff). The <br /> Work Plan is a preliminary plan to capture and control landfill gas. The plan will be implemented if <br /> groundwater impacts from landfill gas increase after a landfill cap is installed at French Camp Landfill. <br /> The plan includes a landfill gas sampling plan for the post-closure period and proposes triggers to <br /> implement gas control measures. <br /> The proposed gas monitoring program consists of collecting quarterly samples from three down-gradient <br /> and one background gas probes. Gas detections will be considered significant if one of following three <br /> conditions occurres: methane greater than the explosive limit, two VOCs greater than their respective <br /> MDL, or one VOC detection greater than its PQL. If evaluation monitoring determines that landfill gas <br /> poses dthreat to groundwater then a phased construction of the gas control system will be implemented. <br /> Staff concurs with the proposed Work Plan and it will be incorporated in revised Waste Discharge <br /> Requirements (WDRs) for French Camp Landfill.
