Completion of a JTD as noted in item 1 above,will begin the process of writing closure WDRs. <br /> Any changes in the groundwater monitoring system should be incorporated in these new WDRs. <br /> A report comparing performance of the new monitor wells and the old monitoring wells; and <br /> proposing changes to the groundwater monitoring including the abandonment of redundant <br /> monitoring wells if necessary, is long overdue and should be submitted with the JTD. <br /> 7. French Camp Landfill groundwater monitoring wells have intermittent low-level detections of <br /> VOCs. It is likely that the source of these VOCs in groundwater is landfill gas. A complete <br /> round of samples from landfill gas probes should be collected and analyzed for VOCs. A report <br /> evaluating the contribution of landfill gas to VOC concentrations in groundwater and <br /> recommending installation of gas extraction system if necessary should be prepared and attached <br /> to the closure plan. <br /> 8. The cost estimate and the assurances of financial responsibility for initiating and completing <br /> corrective action for all known or reasonably foreseeable releases is missing from Appendix F of <br /> the report as submitted to the Regional Board. A copy of this document should be submitted for <br /> insertion into the report. <br /> 9. The CQA Manual should be revised to state that copies of all Daily Field Reports and Weekly <br /> Construction Reports will be FAXed to the Regional Water Quality Control Board at the end of <br /> each week. <br /> If you have any questions,please call me at(916) 255-3814. <br /> ROSS D.
