CalRecycle staff took photos <br /> of made sleeping accommodations,clothing articles,food and drink items strewn in an area adjacent to the <br /> perimeter road on the north and inside trees on the west banks of the slough,down on the west slopes of the fill <br /> area. In the afternoon of 1011512014,CalRecycle staff reported the observed situation by phone to Mr.Ruben <br /> Ramirez,manager of the closed disposal site. On 10/16/2014,CalRecycle staff sent photos of the observed,by <br /> e-mail over to Mr.Ramirez with descriptions of the locations of the homeless encampments on the site. Staff <br /> requested that Mr.Ramirez investigate the situation,remove the person or persons from the site and clean the <br /> trash and items the people had placed on the surfaces of the disposal site. On 10/16/2014;Mr.Ramirez . <br /> reported back and stated that he and other employees went to the site,discovered one person living there(who <br /> run away)and cleaned the trash and clothing items. Mr.Ramirez sent photos that showed the clean up being <br /> conducted and a statement that they will conduct more frequent site visits,to monitor conditions on the site. Mr. <br /> Ramirez also pointed out that,due to the location and geography around the site,that it is almost impossible to <br /> provide complete access control to determined individuals. CalRecycle staff recognizes the difficulty of the <br /> location and situations around the site. The proposed monitoring with more frequent site visits seems <br /> reasonable,as an initial approach to keeping un-authorized persons from accessing the site. Staff will continue <br /> to monitor the situation during subsequent quarterly inspection periods and may require additional measures,if <br /> the problem persists and/or the approach proves ineffective. <br /> inspectio43teportc6 mme►ts; <br /> 4th Quarter 2014 Inspection: <br /> -Other than the issue indicated above,site conditions were good at the time of the inspection. <br /> -The gate was locked to prevent un-authorized access onto the site. <br /> Fill surfaces were in good condition. Drainage systems appeared in good condition. There were no apparent issues <br /> during the period of the inspection. <br /> -On September 16,2014,Geo-Logic Associates,a consultant to the owner,submitted 3rd Quarter 2014 LFG Monitoring <br /> Report(Report). The Report indicated that methane gas concentration in all eight perimeter monitoring probes were at <br /> 0.0%(or non-detect). <br /> NOTE:For sale signs have been posted for the 77.72 acre closed disposal site(Lathrop Realty, Inc.).Title 27,Section <br /> 21200-Change of Ownership During Closure or Postclosure Maintenance,requires notification to CalRecycle at least 45 <br /> days prior to the anticipated transfer of the title.See the full requirements at: <br /> http://www-calrecycle.ca.gov/LawstRegulations/Titte27/. <br />
