Jones <br /> ACCOMPANIED BY : Donna Heran, San Joaquin Local Health Districl',-. <br /> OBSERVATIONS AND COMMENTS: <br /> On 16 May 1983, 1 visited Harney Lane Sanitary Landfill to ascertain compliance <br /> with waste discharge requirements for, the septage, disposal operations. Ms . Donna <br /> Heran, Sanitarian with the San Joaquin Local Health District, accompanied me on <br /> the inspection. <br /> The inspection revealed that a septage disposal area exists along the west bound- <br /> ary of the landfill . This area consists of two 100-feet by 150-feet, eight feet <br /> deep disposal ponds. Septic tank effluent from, pumper trucks is disposed below <br /> the disposal pond surface through riser pipes. <br /> At the time of the inspection, one pond was in use., The pond was black in color <br /> with freeboard approximately two-feet. A scum layer had formed over an estimated <br /> 70% of the pond surface. Strong odors were eX�')E!ri(lflCed some 1,500-feet down wind <br /> of the pond. The prevailing wind direction was from the northwest. <br /> INSPECTION SUMMARY: <br /> A major concern with septage disposal pond is the concentrated loading. Gro-und <br /> water,,�VwfA-,Aq",na-tion--muy=oL-cu=7ffrrd strong odors may, be generated because of the,,,... <br /> concentrated application of wastes. Subsoil conditions should be investigated to <br /> determine the soil profile and potential for ground water contamination. Also, <br /> adequate buffer zones are needed to reduce potential odor and vector problems., <br /> My inspection found Harney Lane Landfill in violation of Order No. 78-147, Dis- <br /> charge Specification A. 1 and A.7 which say that disposal of waste shall not cause <br /> a pollution or a nuisance and liquids Of MOiSture content waste (greater than <br /> 50 %) shall riot be discharged at this site. <br /> 4X7, <br /> ROBERT S.
