kn KLEINFELDER <br /> 3 DISPOSAL SITE INFORMATION <br /> The Harney Lane Sanitary Landfill began operation in approximately 1948. The landfill, <br /> shown as the "Primary" and "Secondary' site (Plate 3-1), is two separate adjacent fill areas. <br /> The City of Lodi owned and operated the larger primary site until 1975. The County, <br /> owned and operated the smaller secondary site. In 1975, San Joaquin County leased the <br /> primary site property owned by the City of Lodi and assumed operation of the entire <br /> landfill (both primary and secondary sites). In 1985, the County obtained ownership of the <br /> primary site from the City of Lodi, and assumed both ownership and operation-of the entire <br /> site. The current owner/operator contact is: <br /> Mr.Tom Horton <br /> San Joaquin County <br /> Department of Public Works <br /> (209) 468-3066 <br /> The Harney Lane Sanitary Landfill is operated as a Class III landfill according to the terms <br /> of Solid Waste Facility Permit Number 39-AA-003 issued by the San Joaquin County <br /> Department of Public Health Services, and Waste Discharge Requirement ( ) Order <br /> No. 87-088 issued by the CVRWQCB. Both the primary and secondary sites, have <br /> generally received residential and commercial refuse, construction debris, and agricultural <br /> waste. Waste descriptions and volumes are described in detail in the SWAT proposal <br /> Originally the landfill was constructed as a series of trenches which ran in an east west <br /> direction on both the primary and secondary sites. Additional information on site <br /> construction and operation is contained in the SWAT proposal. <br /> Limited information is available on precise volumes of older trenches at the site. Based on <br /> site information available, Kleinfelder estimates that the average depths of waste over the <br /> areas for the primary and secondary sites are currently 55 and 20 feet respectively, and that <br /> there are approximately seven million cubic yards of waste in place at the landfill. In 1989, <br /> the landfill accepted approximately 661,460 gate cubic yards. Assuming that the landfill <br /> in-place volume after compaction with cover soil is 40 percent of gate quantities, <br /> approximately 260,000 cubic yards of landfill space were consumed annually. <br /> F19-91-33 Page 5 of 30 <br /> Copyright 1991 Kleinfelder, Inc. <br />
