kn KLEINFELDER <br /> 4 LAND AND WATER USE <br /> 4.1 LAND USE <br /> According to the County General Plan to 1995, the surrounding land use in the vicinity of <br /> the landfill is agricultural. A map showing general land use descriptions and approximate <br /> structure locations for the parcels in the vicinity of the landfill site is shown on Plate 4-1. <br /> This map was compiled from an aerial photograph dated March 1986, obtained from the <br /> San Joaquin County Public Works Department. In general, surrounding land use is open <br /> pasture with residences or structures related to agricultural use on many parcels. <br /> It should be noted that the parcel adjacent to the northwest comer of the landfill site <br /> contains seasonal farm labor camp housing (see Plate 4-1). The labor camp is on property <br /> owned by the County and is operated by the San Joaquin County Housing Authority. The <br /> complex includes surface ponds for storm runoff and waste water generated from the <br /> housing complex. The ponds are operated under WDR Order No. 85-119 issued in June <br /> Ask <br /> 1985 by the CVRWQCB. The parcel directly south of the landfill is owned by the County <br /> and contains a storm water detention basin which is currently being excavated to supply <br /> landfill cover. Excavation activities do not interfere with the storm water detention <br /> function of the basin. <br /> The landfill is expected to reach closure fill elevations by the end of 1991. Final cover will <br /> be placed over the site in 1992. Excavation of the detention basin also will be completed at <br /> that time. After final cover is placed, the County intends to maintain the landfill as open <br /> space. The future land use patterns within one mile of the site are anticipated to continue <br /> as they currently exist. <br /> 4.2 WATER USE <br /> Information on wells near the landfill, obtained from previous County Solid Waste Division <br /> monitoring reports, was presented in the SWAT proposal. Plate 4-1 shows wells known to <br /> exist in the vicinity of the landfill site based on San Joaquin County Public Works and <br /> California Department of Water Resources (DWR) files reviewed in May 1991, and the <br /> ® Environmental Impact Report (EIR) for the North County Sanitary Landfill by Jones and <br /> Stokes Associates Incorporated, March 1989. <br /> F19-91-33 Page 7 of 30 <br /> Copyright 1991 Kleinfelder, Inc. <br />
