KLEiNFELDER <br /> 2 INTRODUCTION <br /> 2.1 BACKGROUND <br /> The Harney Lane Sanitary Landfill is located approximately eight miles east of Lodi, <br /> California, near the intersection of Harney Lane and Tully Road (Plate 2-1). The landfill is <br /> currently operated as a Class III landfill by San Joaquin County according to the terms of <br /> Solid Waste Facility Permit Number 39-AA-003 issued by the San Joaquin County <br /> Department of Public Health Services, and Waste Discharge Requirement (WDR) Order <br /> No. 87-088 issued by the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB). <br /> Section 13273 of the Porter-Cologne Water Quality Control Act requires that operators of <br /> solid waste disposal sites submit solid waste water quality assessment tests (S QATs) to <br /> the local Regional Water Quality Control Board. Because the Harney Lane Sanitary <br /> Landfill is a Rank S site, the County is required to submit a water quality SWWQAT to the <br /> CVRWQCB by July 1, 1991. <br /> San Joaquin County retained Kleinfelder to prepare a Solid Waste Assessment Test <br /> (SWAT) proposal and to implement the work called out in the proposal as a basis for this <br /> SWWQAT Report. At the time the proposal was prepared it was referred to as a Solid <br /> Waste Assessment Test (SWAT) proposal. This report will retain that title when referring <br /> to the SWAT proposal. The SWAT proposal, dated August 2, 1990 was approved by the <br /> CVRWQCB on August 31, 1990 (See approval letter,Appendix A). <br /> 2.2 SWWQAT ACTIVITIES <br /> Kleinfelder performed the following tasks during the SWWQAT investigation: <br /> ► Detailed geological site characterization. <br /> ► Vadose zone and leachate assessment. <br /> ► Surface water sampling and analysis. <br /> ► Compilation and analysis of ground water monitoring data from May 1987 to <br /> February 1991. <br /> F19-91-33 Page 3 of 30 <br /> Copyright 1991 Kleinfelder, Inc. <br />
