No. TA2-123015R <br /> Dear Michael: <br /> This letter presents a proposed scope of work for SCS Engineers (SCS)to evaluate the <br /> existing landfill gas (LFG)collection and control system at the Harney Lane Landfill, San <br /> Joaquin County, California. <br /> Our work will proceed in accordance with San Joaquin County Purchase Order Number TA2- <br /> 123015R dated January 5, 2001. The objectives of this project are to: (1) assess the operation <br /> and effectiveness of the current LFG collection system; (2) develop a strategy to prevent LFG <br /> migration in a localized area of the landfill property; (3)if needed, provide a basis upon which <br /> to plan future capital improvements of the LFG system; and (4) troubleshoot a potential leak <br /> at one of the existing blowers at the site. Our scope of work is based on our meeting and site <br /> visit of January 24, 2001. <br /> PROJECT UNDERSTANDING <br /> The Harney Lane Landfill is a formally closed municipal solid waste (MSW) landfill located <br /> near Lodi in San Joaquin County, California. A comprehensive LFG collection system has <br /> been installed. The system consists of 82 vertical extraction wells and an underground LFG <br /> conveyance system. The collected LFG is flared in an on-site blower/flare station at the rate <br /> of approximately 500 standard cubic feet per minute (SCFM). We understand that the <br /> permitted capacity at the Harney Lane Landfill is less than 2.75 million tons. Therefore the <br /> site is exempt from federal New Source Performance Standards and Emissions Guideline <br /> (NSPS/EG) regulations affecting air emissions. However,because a LFG collection system <br /> has been installed, the site is subject to Rule 4642 of the San Joaquin Valley Air Pollution <br /> Control District(APCD). The Harney Lane Landfill is also required to comply with the <br /> provisions Title 27 of the California Code of Regulations (CCR),pertaining to the control of <br /> off-site migration of LFG. SCS's evaluation will focus on 27 CCR compliance,but will <br /> consider the need to remain in compliance with APCD Rule 4642. <br /> Offices Nationwide <br />
