r + Environmental Consultants 6850 Regional Street 925 829-0661
Suite 240 FAX 925 829-5493
Dublin, CA 94568-2920 www.scseng.com
s
January 30, 2001
File No. 01200191.00
Mr. Michael Kalish
San Joaquin County Dept. of Public Works
1810 E Hazelton Avenue
Stockton, California 95201
SUBJECT: Scope of Work for Engineering Services,Evaluation of Landfill Gas Collection
and Control System;Harney Lane Landfill, San Joaquin County, California.
P.O. No. TA2-123015R
Dear Michael:
This letter presents a proposed scope of work for SCS Engineers (SCS)to evaluate the
existing landfill gas (LFG)collection and control system at the Harney Lane Landfill, San
Joaquin County, California.
Our work will proceed in accordance with San Joaquin County Purchase Order Number TA2-
123015R dated January 5, 2001. The objectives of this project are to: (1) assess the operation
and effectiveness of the current LFG collection system; (2) develop a strategy to prevent LFG
migration in a localized area of the landfill property; (3)if needed, provide a basis upon which
to plan future capital improvements of the LFG system; and (4) troubleshoot a potential leak
at one of the existing blowers at the site. Our scope of work is based on our meeting and site
visit of January 24, 2001.
PROJECT UNDERSTANDING
The Harney Lane Landfill is a formally closed municipal solid waste (MSW) landfill located
near Lodi in San Joaquin County, California. A comprehensive LFG collection system has
been installed. The system consists of 82 vertical extraction wells and an underground LFG
conveyance system. The collected LFG is flared in an on-site blower/flare station at the rate
of approximately 500 standard cubic feet per minute (SCFM). We understand that the
permitted capacity at the Harney Lane Landfill is less than 2.75 million tons. Therefore the
site is exempt from federal New Source Performance Standards and Emissions Guideline
(NSPS/EG) regulations affecting air emissions. However, because a LFG collection system
has been installed, the site is subject to Rule 4642 of the San Joaquin Valley Air Pollution
Control District(APCD). The Harney Lane Landfill is also required to comply with the
provisions Title 27 of the California Code of Regulations (CCR),pertaining to the control of
off-site migration of LFG. SCS's evaluation will focus on 27 CCR compliance, but will
consider the need to remain in compliance with APCD Rule 4642.
Offices Nationwide
