Box 1810 <br /> Stockton, CA 95201 <br /> REVIEW OF MONITORING REPORT,HARNEYLANE SANITAR Y LANDFILL, SAN <br /> JOA QUIN COUNTY(CASE NO.2598) <br /> Regional Board staff has reviewed the Harney Lane Sanitary Landfill, Fourth Quarter and Annual <br /> Report fol 2000, Groundwater and Sul face Water Monitoring Report, dated 15 January 2001. <br /> Repairs to the top deck of the east side of the landfill have been completed and the county will continue <br /> to monitor the deck in this area to ensure that the grading is sufficient to prevent ponding. Additionally, <br /> staff inspected the landfill on 18 January 2001 at which time you showed staff where new drains were <br /> installed on the west side of the landfill. These new drains are to enhance drainage from the top deck <br /> near an electrical box needed for the gas collection system. <br /> Monitoring for the Fourth Quarter 2000 and for the year is in compliance with the Waste Discharge <br /> Requirements (WDRs) Order No. 96-139. As noted in the Third Quarter review letter, the increasing <br /> trend of chloride in monitoring well MW-2 warrants observation. The county has statistically updated <br /> concentration limits for this well every quarter, however the concentration detected is still beneath the <br /> concentration noted in the Waste Discharge Requirements No. 96-139. It is also noted that bicarbonate <br /> M monitoring well MW-1, the well located at the upgradient boundary of the landfill, is increasing and <br /> specific conductance was significantly different from compliance data. The county will continue to <br /> monitor these parameters. Well MW-4 had a significant spike in nitrate as nitrogen concentration. This <br /> was not discussed in the main body of the report or in Appendix H, Annual Report. According to the <br /> time-series plot for this constituent, the detected value, 22.8 mg/1 is greater than any reported since May <br /> 1987. Please submit a written discussion of this detection by 15 April 2001. <br /> During the Fourth Quarter 1999,hexavalent chromium was detected in the groundwater. The county has <br /> conducted resampling as requested by the Regional Board.
