Box 1810 <br /> Stockton, CA 95201 <br /> NOTICE OF VIOLA77ON <br /> HARNEYLANE SAATTARYLANDFILL <br /> SAN.JOAQUIN COLWTY, Case No. 2598 <br /> An inspection of the subject facility was performed on 23 January 2002. Mr.Najee Zarif, San <br /> Joaquin County engineer, accompanied Board staff. During the inspection,evidence of ponding and <br /> differential settlement of the closed landfill's final cover was discovered. This is a violation of Title <br /> 27, California Code of Regulations,Division 1, Subdivision 2(Title 27), Section 21090. The <br /> attached Inspection Report,map, and digital photos are included in the record. <br /> According to Title 27, Section 21090(b)(1)(A)... In spite of differential settlement,the final cover of <br /> closed landfills ... shall be designed,graded,and maintained to prevent ponding and to prevent soil <br /> erosion due to high run-off velocities... and, (c) Throughout the post closure maintenance period, <br /> the discharger shall: (1) maintain the structural integrity and effectiveness of all containment <br /> structures, and maintain the final cover as necessary to correct the effects of settlement or other <br /> adverse factors, and(4) prevent erosion and related damage of the final cover due to drainage. <br /> Furthermore,§21090(b)(1)(E) Construction Quality Assurance(CQA) states that after July 18, <br /> 1997,both the initial construction of the final cover and any later repair work that involves the <br /> cover's low-hydraulic-conductivity layer shall be carried out in accordance with an approved CQA <br /> plan [see§20323 &§20324]. <br /> We require the County submit by 25 April 2002,a workplan describing how the County proposes to <br /> come into compliance with Title 27.
