Box 1810 Stockton, CA 95201 NOTICE OF VIOLA77ON HARNEYLANE SAATTARYLANDFILL SAN.JOAQUIN COLWTY, Case No. 2598 An inspection of the subject facility was performed on 23 January 2002. Mr.Najee Zarif, San Joaquin County engineer, accompanied Board staff. During the inspection,evidence of ponding and differential settlement of the closed landfill's final cover was discovered. This is a violation of Title 27, California Code of Regulations,Division 1, Subdivision 2(Title 27), Section 21090. The attached Inspection Report,map, and digital photos are included in the record. According to Title 27, Section 21090(b)(1)(A)... In spite of differential settlement,the final cover of closed landfills ... shall be designed,graded,and maintained to prevent ponding and to prevent soil erosion due to high run-off velocities... and, (c) Throughout the post closure maintenance period, the discharger shall: (1) maintain the structural integrity and effectiveness of all containment structures, and maintain the final cover as necessary to correct the effects of settlement or other adverse factors, and(4) prevent erosion and related damage of the final cover due to drainage. Furthermore,§21090(b)(1)(E) Construction Quality Assurance(CQA) states that after July 18, 1997,both the initial construction of the final cover and any later repair work that involves the cover's low-hydraulic-conductivity layer shall be carried out in accordance with an approved CQA plan [see§20323 &§20324]. We require the County submit by 25 April 2002,a workplan describing how the County proposes to come into compliance with Title 27. The workplan must include before and after iso-settlement maps pursuant to Title 27, Section 21090(e)(2)Final Cover Surveys, and a time schedule(e.g., GANT chart) describing.specific dates when construction activities will begin and end. .
