Staff understands that the <br /> county has submitted the third quarter analytical results to fulfill the requirement for resampling as <br /> described in our 18 August 1999 letter. Volatile organic compounds were not detected in any of the <br /> groundwater samples during the third quarter, so a release is not confirmed and an amended Report of <br /> Waste Discharge and an Evaluation Monitoring Plan will not be required at this time. <br /> As also indicated in our 18 August 1999 letter,the areas of differential settlement noted on the landfill <br /> cover surface must be repaired. As the county is aware,maintenance of the landfill cover to correct the <br /> effects of settlement and to prevent ponding is required under the California Code of Regulations, Title <br /> 27, Section 21090, Closure and Post-Closure Maintenance Requirements for Solid Waste Landfills; and <br /> the Code of Federal Regulations, 40 CFR 258.61,post-closure care requirements. Additionally, the <br /> California Code of Regulations [CCR Title 27, Article 2, Section 21090 (b)(1)(E)] states that the repair <br /> work to the low-hydraulic-conductivity layer shall be carried out in accordance with an approved <br /> Construction Quality Assurance (CQA)plan. Correction of this settlement is requested prior to 31 <br /> October 1999. Please submit a plan and schedule for repairs immediately <br /> The Monitoring Report Compliance Checklist has been attached for your review. It will be included in <br /> the case file for the Harney Lane Sanitary Landfill.
