Hazelton Avenue <br /> Stockton,California 95202 <br /> Re: Landfill gas at Harney Lane Landfill <br /> This letter is to further document and confirm that methane gas exist at the boundary above five percent at <br /> the above referenced facility.On June 26,2000,Rodney Estrada of the Environmental Health Division <br /> (EHD)accompanied your staff on a routine quarterly monitoring event It was noted on the inspection <br /> report that HL2 exceeded the 5%by volume of methane at the facility boundary.This is a violation of the <br /> California Code of Regulations(CCR),Title 27, Section 20919.5,which states that"the owners and <br /> operators of all landfills must ensure that the concentration of methane gas does not exceed the Lower <br /> Explosive Limit(5 % by volume)for methane at the facility boundary." If methane gas levels exceed the <br /> 5% limit,the CCR requires the owner or operator to: <br /> 1. Immediately take all necessary steps to ensure protection of human health and notify the LEA <br /> 2. Within 7 days of detection,place in the operating record,the methane gas levels detected and <br /> a description of the steps taken to protect human health. <br /> 3. Within 60 days of detection, implement a remediation plan for the methane gas releases,place a copy <br /> of the plan in the operating record,and notify the LEA that the plan has been implemented. <br /> The EHD is aware that the facility has experienced some difficulties in regards to the gas extraction <br /> system. Please indicate the changes that were made to the system and the current status of the system in <br /> the plan. The plan should include a re-sampling event to determine the current levels at the boundary.
