Robert McClellon <br /> August 24, 2000 <br /> Page 3 <br /> temperature limit were damaged, so we ordered and replaced them. Troubleshooting the blower <br /> proved to be more difficult however. Prior to the repair of the blower, there was a time when the <br /> flare was not running properly because the damaged blower would not operate for a significant <br /> length of time. The blower was finally repaired in June, prior to the Second Quarter Monitoring <br /> Event. Yet, for an unknown reason, the flare shut down on June 24, 2000. The flare was <br /> restarted approximately one hour before the testing began on Monday June 26, 2000. The testing <br /> showed only one probe with gas concentrations above the 5%Lower Explosive Limit. The <br /> County believes this is directly attributed to the flare being down for an extended period right <br /> before the monitoring event. Since then, there have been no problems with the gas collection and <br /> control system and we believe migration is under control. <br /> In the letter dated July 12, 2000, the Environmental Health Division requested a remediation plan <br /> addressing methane gas migration. After a request from the EHD, the County submitted a work <br /> plan to the EHD for the remediation of methane gas releases at the Harney Lane Sanitary Landfill. <br /> The County has implemented the measures in the plan as approved by the EHD. The County <br /> believes that this plan effectively controls landfill gas migration as long as both blowers remain <br /> operational. By keeping up with maintenance, the system should continue to control landfill gas <br /> migration. The County is requesting that a re-sampling event be set up with the Environmental <br /> Health Division to verify that we are in compliance.
