KLEINFELDER The SJDPW submitted the Closure Plan to the California Integrated Waste Management Board (CIWMB) and received detailed review comments from the Local Enforcement Agency (LEA), the Central Valley Regional Water Quality Control Board (RWQCB) and the CIWMB dated August 5, 1991. Among the comments by the agencies, the RWQCB recommended third party Construction Quality Assurance (CQA) for construction of the final cover by the County. This CQA plan includes QA/QC monitoring by Kleinfelder as a third party for the final cover project. The CQA plan defines the roles of the different parties and the QA/QC measures proposed to satisfy Title 14, Section 17774. 1 1 Plan developed he WP The CQA Plan is meant to supplement the Closure an by t SJD , and as such the SJDPW will serve as engineer for the final cover project. I - 1.4 DEFINITIONS This section defines terms used in this QA/QC plan. Barrier laxer-The low'permeability layer of the final cover, also referred to as "clay'layer. Construction Quality Assurance Monitor - Also referred to as the "Monitor" or "QA/QC Monitor" or "QA/QC Technician." The firm or individual responsible for performing the third party tasks as specified in this document. Kleinfelder Inc will serve a third party CQA Monitor. 1 . Design En 'neer-SJDPW will be responsible for the design and preparation of the project construction drawings. s` Engineer - The firm or individual responsible for performing the QA/QC tasks as specified in this document. -- Earthwork-An activity involving the use of soil materials as defined in the Closure Plan. Earthwork Contractor - Also referred to as the "Contractor." The person or firm responsible for earthwork related activities.
