(A) is consistent with the performance goals of Subsection (e) <br /> addressed by the prescriptive standard under Subsection (b) of this <br /> section, and <br /> (B) affords equivalent protection against water quality <br /> impairment. <br /> (d) To establish that compliance with the prescriptive standard <br /> of Subsection (b) is not feasible for the purposes of Subsection <br /> (c) of this section, the operator shall demonstrate that compliance <br /> with the prescriptive standard: <br /> (1) Is unreasonably and unnecessarily burdensome and will cost <br /> substantially more than the criteria in Subsection (c) of this <br /> section; or <br /> (2) Is impractical and will not promote attainment of applicable <br /> l performance standards. <br /> (e) The Board or the local enforcement agency may require <br /> i additional thickness and quality of cover depending on, but not <br /> limited to the following: <br /> (1) a need to limit infiltration of water, to the greatest extent <br /> possible; <br /> (2) a need to control landfill gas emissions; <br /> (3) the future reuse of the site; and <br /> (4) in order to protect the low permeability layer from <br /> desiccation, penetration by rodents, and heavy equipment damage. <br /> NOTE: Authority cited: Sections 40502 and 43020, Public <br /> Resources Code, and 66796. 22 (d) , Government Code. Construction Quality Assurance <br /> (a) The construction quality assurance (CQA) program shall provide <br /> evidence that materials and-.procedures utilized in the placement <br /> of the final cover will be tested, constructed, and monitored in <br /> accordance with the design specifications proposed in the approved <br /> closure plan. <br /> (b) Professional Qualifications <br /> (1) The design professional who prepares the CQA plan shall be a <br /> registered civil engineer or certified engineering geologist; and <br /> (2) The construction quality assurance program shall be supervised <br /> by a registered civil engineer or certified engineering geologist <br /> who shall be designated the CQA officer. <br /> (c) Reports <br /> (1) The project' s CQA report shall address the construction <br /> requirements, including vegetation procedures, set forth in the <br /> final cover design plan. For each specified phase of construction, <br /> this report must include, but not be limited to: <br /> (A) a delineation of the CQA management organization, including <br /> the chain of command of the CQA inspectors and contractors; <br /> III 7.8-14 (6/18/90) <br />
