(C) Energy dissipators designed to decrease the velocity of <br /> run-off; and <br /> (D) Slope protection and erosion control measures, pursuant to <br /> Section 17779 of this Article. <br /> (2) Run-on controls designed to function as diversionary <br /> structures to intercept and convey water to collection facilities. <br /> (A) The run-on control system designed and constructed to prevent <br /> washout of waste during peak discharge from at least a 100 year <br /> frequency flood, and described in accordance with Title 23 , CCR, <br /> Subchapter 15, Section 2595(d) (2) . <br /> (f) The collection and holding facilities associated with run-off <br /> control systems shall perform in accordance with Title 23 , CCR, <br /> Subchapter 15, Section 2546 (4) . The following minimum standards <br /> shall be achieved. <br /> (1) The operator shall propose procedures for the disposal of <br /> solids and liquids accumulated in the collection and holding <br /> facilities. <br /> (2) Any leachate collection and holding facilities constructed <br /> pursuant to Section 17781 shall be maintained so that no run-off <br /> accumulates in these systems. When applicable, run-off accumulated <br /> in designated leachate collection and holding facilities shall be <br /> subject to requirements as specified in Section 17781 of this <br /> Article. <br /> (3) Collection and holding facilities shall be secured and <br /> maintained during the closure and postclosure maintenance period <br /> to prevent unauthorized access. <br /> (g) The run-on and run-off systems, and collection facilities in <br /> subsections (e) through (f) shall be designed and constructed to <br /> reflect the following: <br /> (1) The expected final contours for the site, pursuant to Section <br /> 17776 of this Article, and the planned drainage pattern; <br /> (2) The drainage pattern of the surrounding area and the possible <br /> effects on and by the regional watershed, <br /> (3) The connection with and design capacity of drainage facilities <br /> on adjacent and downstream properties. <br /> (4) The final grading design, pursuant to Section 17776 of this <br /> Article, to prevent rapid run-off. <br /> (5) Isolate uncontaminated surface waters from water that has come <br /> into contact with waste. <br /> (h) Holding facilities shall be designed and constructed so that <br /> they will not be overtopped during a 100 year, 24 hour frequency <br /> precipitation event and shall be maintained throughout the <br /> post-closure maintenance period. If the off-site channel (s) cannot <br /> accommodate flow from a 100 year, 24 hour frequency precipitation <br /> event the operator shall release the water downstream in a manner <br /> which shall not cause erosion or inundation of the off-site <br /> channel (s) . <br /> (1) The collection and holding facilities shall be designed and <br /> maintained pursuant to Chapter 3 , Article 7 . 6, Section 17715. <br /> III 7 .8-22 (6/18/90) <br />
