IMPLEMENTATION OF GROUND-WATER <br /> MONITORING PLAN <br /> HARNEY LANE SANITARY LANDFILL <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> INTRODUCTION <br /> EMCON Associates was retained by the County of San Joaquin Department <br /> of Public Works on February 17, 1987, to (1) install four ground-water <br /> monitoring wells at the Harney Lane Sanitary Landfill near Lodi , Cali- <br /> fornia (see Figure 1) , (2) analyze ground-water samples from those <br /> afour wells, (3) collect and analyze ground-water samples from five <br /> privately owned water supply wells in the vicinity, and (4) prepare a <br /> report detailing well installation procedures (including exploratory <br /> boring logs), sampling procedures, chain-of-custody procedures, and <br /> analytical results. The four new wells were installed and all nine <br /> wells were sampled as part of the ground-water monitoring program <br /> required under Title 23, Chapter 3, Subchapter 15,• Article 5 of the <br /> California Administrative Code (referred to as Subchapter 15) . <br /> BACKGROUND <br /> The Harney Lane Sanitary Landfill , a Class III landfill , is located <br /> approximately 8 miles east of Lodi , California, at the intersection of <br /> Harney Lane and Tully Road (see Figure 2) . The landfill is operated <br /> by the County of San Joaquin according to the terms of the Solid Waste <br /> Facility Permit Number 39-AA-003 (issued by the San Joaquin Local <br /> } Health District) and the Waste Discharge Requirement Order No. 87-088 <br /> (issued by the California Regional Water Quality Control Board, <br /> Central Valley Region [CVRWQCB]) . <br /> The landfill , in operation since 1948, has received solid waste from <br /> public and contract carriers; the waste stream has been predominantly <br /> domestic and commercial refuse and construction/demolition waste.
