General Reoorting Requirements (continued) <br /> (c) Predict the effectiveness of the proposed facilities and procedures <br /> and provide an implementation schedule containing interim and final <br /> eraiona <br /> dates when they will <br /> 13267(b)r and d1326d leCalifornia '+Jbe constucte , impmented, or at r tCodel) <br /> (Reference: Sectio <br /> This Board, after review of the technical report, may establish conditions <br /> which it deems necessary to control accidental discharges and to minimize <br /> the effects of such events. - Such conditions may. be incorporated as part <br /> of this Order, upon notice to the discharger. <br /> 4. The discharger shall file with the Board a Report of Waste Discharge at <br /> least 120 days before making any material change in the character, loca- <br /> tion or volume of the discharge. <br /> , or ireced to <br /> 5. A discharger whose waste whlen flows hasbe will r ach lhen ydraulics andoJtreta`ment <br /> increase, shall estimate <br /> capacities of its treatment and disposal facilities. All analyses shall be performed Pin accordancees wan the f sPollutants®" <br /> "Guidelines Establishing Test <br /> promulgated by Environmental Protection agency (EPA) or other procedures <br /> aporoved by the Board. <br /> Chemical , batter'oQogical , and <br /> analysesbioassay <br /> byanalyses <br /> Stateshall <br /> Departmentuof Health <br /> at a <br /> laboratory certified for such <br /> Services. In the event a certified laboratory is not available to the <br /> discharger, analyses performed by a noncertified laboratory will be <br /> accepted provided: <br /> a. A Quality Assurance/Quality Control program is instituted by tae <br /> laboratory. A manual containing the steps followed in this program <br /> must be kept in the laboratory and shall be available for inspection <br /> by staff of the Board. The Quality Assurance/Quality approved by rthe ol aBoar� <br /> must conform to EPA guidelines or procedures <br /> b. The laboratory will become certified within the shortest practicable <br /> time if the State certification program is resumed. <br /> Unless otherwise specified, all metals shall be reported as Total Metals. <br />
