FINAL DOCUMENTATION REPORT <br /> INTRODUCTION <br /> The Harney Lane Sanitary Landfill is located at 14750 E. Harney <br /> Lane, Lodi, California (Figure 1) . It is owned by the County of San <br /> Joaquin as a Class III landfill in accordance with Solid Waste <br /> Facility Permit Number 39-AA-0003 issued by the San Joaquin County <br /> Public Health Department and Waste Discharge Requirements Order <br /> Number 93-093 , issued by the State of California Regional Water <br /> Quality Control Board, Central Valley Region. These documents <br /> establish standards for the entire landfill which consists of a 97- <br /> acre parcel (primary site) and a 15 acre parcel (secondary site) . <br /> In addition, the County owns 15 acres just north of the secondary <br /> site used for a migrant farm labor camp, a 32 acre primary <br /> detention basin/soil borrow area, and a 20 acre auxiliary detention <br /> basin/soil borrow area. Approximately 98 acres were utilized for <br /> landfill operations. <br /> San Joaquin County closed the site on November 1, 1991. Upon final <br /> approval of the site' s closure plan by the California Integrated <br /> Waste Management Board (CIWMB) in June, 1994 , the County contracted <br /> for construction of the site' s final cover with Teichert <br /> Construction, Inc. The project consisted of placing final cover <br /> over the entire landfill to bring the site to final grades, and <br /> construction of drainage facilities for the site. The final cover <br /> consists of a two foot thick foundation layer, a one foot thick <br /> clay barrier layer, and a one foot thick vegetative layer. <br /> 1 <br />
