Points of Compliance <br /> The points of compliance for around water shall be Monitoring`;ells MW-2, MW-3 and <br /> X,W-4. The point of compliance for surface water shall be monitoring point S-2. MW-4 <br /> is not a compliance well for chloride, TDS, and EC concentrations due to the possibility <br /> of interference from the sewage disposal ponds located directly upgradient. <br /> 5. Compliance Period <br /> The Compliance Period is the number of years equal to the active life of the waste <br /> management plus the closure period. Each time the Water Quality Protection Standard is <br /> exceeded (i.e., a release is discovered), the landfill begins a Compliance Period on the <br /> date the Board directs the Discharger to begin an Evaluation Monitoring Program. If the <br /> Discharger's Corrective Action Program(CAP) has not achieved compliance with the <br /> Standard by the scheduled end of the Compliance Period, the Compliance Period is <br /> automatically extended until the landfill has been in continuous compliance for at least <br /> three consecutive years. <br /> Statistical Procedures for Determining Significant Increases <br /> The significance of increases in indicator parameters and waste constituents over water quality <br /> protection standards shall be established through the use of the statistical procedures in §2555.7 <br /> of Chapter 15. 1 T,owever, since V OC's have been sporadically detected in MW-2, concentration <br /> limits for moniterinj parameters should be"no statistically significant increasing trends". <br /> The Discharaer shall implement the above monitoring program on the effective date of this <br /> Order. <br /> Ordered b . • <br /> Y <br /> WILLIAM K CROOKS, Executive Officer <br /> 3 Mav 1996 <br /> (Date) <br /> GAI:kas:njs <br /> Amended.3 May 1996 <br />
