1.0 PURPOSE <br /> The purpose of vegetative cover is to protect the closure barrier layer from erosion. <br /> The purpose of this Vegetative Cover Maintenance Plan is to provide guidance to the landfill <br /> postclosure maintenance staff in the maintenance of the vegetation cover during the postclosure <br /> period. This Plan is prepared in accordance with Section 21090 (4)(D) of Title 27 of the <br /> California Code of Regulations (CCR). <br /> 2.0 BACKGROUND <br /> Harney Lane Sanitary Landfill (HLSL) is a closed, unlined Class III landfill located at 14750 E <br /> Harney Lane in Lodi, California. The landfill covers approximately 127 acres of which 112 acres <br /> were used for waste. The remaining area is comprised of access roads, storm water retention <br /> ponds, setbacks for environmental monitoring, and firebreaks. <br /> Lodi's climate is "semi-arid". The average precipitation near the landfill is 17.5 inches per year, <br /> occurring primarily in the months of November through March each year. Because the landfill is <br /> not irrigated, the surface vegetation becomes dormant in the dry months. <br /> In 1994, HLSL was certified closed in accordance with California Code of Regulations Title 14. <br /> Closure included placement of a minimum one-foot thick vegetative layer over the prescriptive <br /> barrier layer. This vegetative layer was hydroseeded with fertilizer at the time of closure. <br /> Postclosure land use includes open space and grazing. Due to the presence of the landfill gas <br /> system, grazing is contemplated for small animals (sheep and goats) only. The Local <br /> Enforcement Agency (Environmental Health Department) has required that the vegetation be <br /> mowed or grazed to facilitate inspection of the surface. <br /> Much of the landfill "top deck" surface was compacted, reseeded and fertilized in 2003. The <br /> vegetation appears healthy at the time of this writing, although fertilizer has not been applied <br /> since 2003. <br /> 3.0 VEGETATIVE COVER MAINTENANCE <br /> 3.1 INSPECTION <br /> The surface of the landfill will be inspected at least semi-annually, once concurrent with <br /> the pre-winterization inspection required by the Waste Discharge Requirements (WDRs), <br /> once after the annual rains have passed.
