Proper litter control equipment was not available at <br /> the disposal site. <br /> 17712 Excessive noise was not controlled at the site allowing for potential <br /> health hazards for persons at the site and to nearby residents . <br /> 17713 The disposal site in its present condition is a source of odor <br /> nuisance. <br />
