The verification monitoring <br />program is to further study and document the ground water contamination discovered <br />beneath your site. The SWAT report is a legislative mandate required of all <br />California solid waste disposal sites. We require a SWAT proposal be submitted <br />before the tests are run. The closure plan is to guarantee that your site will be <br />closed in a manner that will ensure the protection of ground and surface waters. <br />The reports must be received by the Regional Board according to the following time <br />schedule. <br />TECHNICAL REPORT DUE DATE <br />Verification monitoring program 17 July 1987 <br />SWAT proposal 1 April 1987 <br />Closure plan 3 August 1987 <br />VERIFICATION MONITORING REPORT <br />In accordance with the detection monitoring program, developed by your consultants <br />and approved by the Regional Board, ground water samples were taken from the <br />monitoring wells at your site in Stockton, on 2 October 1986. Analyses revealed a <br />sharp rise in electrical conductivity (EC) between the upgradient and downgradient <br />monitoring wells. Additionally, elevated levels of benzene, nickel and arsenic <br />were detected in the downgradient wells. These findings lead us to believe that <br />
