i Memorandum <br />CALIFORNIA <br />REGIONAL WATER QUALITY CONTROL <br />BOARD <br />a CENTRAL VALLEY REGION <br />3201 S Street <br />Sacramento, California <br />95816 <br />Phone: 445-0270 <br />TO: Antonia Vorster, <br />Jon Marshack <br />DATE: 1 May 1986 <br />FROM: Philip Isorena <br />Area Engineer <br />SIGNATURE: _ Q -- <br />SUBJECT: COVE CONTRACTORS (FORMERLY CALIFORNIA CLAY), REPORT OF WASTE <br />DISCHARGE, SAN JOAQUIN COUNTY <br />Cove Contractors (CC) submitted a Report of Waste Discharge (RWD) dated 23 <br />January 1986 for their existing landfill which had been inactive for more than <br />three years. CC had received in the past construction/demolition wastes, inert <br />materials, and auto shredder wastes. CC proposes to receive these same type of <br />wastes when they become operative again. <br />We have reviewed the report and have the following comments: <br />1. Since CC had taken in shredder wastes in the past, a proposal for a <br />detection monitoring program in accordance with Article 5, Subchapter 15, <br />Title 23, Chapter 3 of the California Administrative Code should be <br />submitted to the Regional Board in 30 days. The wells should be operation- <br />al in 60 days. <br />2. CC is proposing to receive more shredder wastes in the future. As we have <br />stated previously, shredder wastes require disposal at a Class II facility <br />unless the discharger can demonstrate to the Regional Board that a parti- <br />cular constituent or combination of constituents presents a lower risk of <br />water quality degradation than indicated by its classification. CC has not <br />demonstrated the latter, therefore, the site must meet the requirements of <br />a Class II facility before additional shredder wastes could be taken in. <br />The following additional requirements also are needed from CC before we could <br />proceed with the formulation of waste discharge requirements: <br />I. FILING FEE <br />The filing fee for CC as a Class II (Class I-1 in the old filing fee <br />schedule) site with eight (8) million cubic feet remaining for disposal is <br />$10,000. Therefore, CC should pay an additional fee of $9,750. <br />II. SITE CHARACTERISTICS <br />A. CLIMATOLOGY <br />1. A map from the National Flood Insurance Program or San Joaquin <br />County Flood Control District showing officially designated flow <br />plains within one mile of the facility. <br />
