Seiden: <br />We are about to apply to Reaional Walt-er Control noard for <br />waste disposal,site classification; and we must soon apply to <br />Local Yealth District and possibly tbn. Planninq Commission for <br />a Permit for i of the Pit. Pits containing only <br />Class III Waslt'e Materials, defined in Cali4jornia Administration <br />Code Title 23 as "non -water soluble, non-decompos-able inert - <br />solids" are relatively simple to qualify with all the crovornnent <br />bodies for operation. <br />Class 11 materials, defined as "ordinary housohold, and <br />comnercijil refuse and other decomposnble or(-,,anic materials" are <br />a different matter. For example, the Regional V7atar Board rcquires <br />detailed. h,'-drologic studies of underlying ground, wator strata, <br />etc., and the Health District requires cut and fill or something <br />similar. <br />7�lso Class IT materials would perhaps liave to be reroved from <br />the present- pit (although a goo1e. <br />night be able to satisfy <br />the Regional. Water Board he could seal off tbe naterials, by, <br />spreading it on a layer of clay or cement asbect-os otc.) <br />Will you please immediately c6nsult your -enqincors, to sb.e if <br />the Learner material can be interpreted out of Class 77 and into <br />Class 111. <br />Your contract denominates the dumping as "inert.matorials <br />and dry rubbish which will not rot, smell, etc." This sounds like <br />Class ')T TT, but note what the Water Board investiqato,r <br />funhol-stery fillina, rubber padding, , miscellaneous soli(I auto waste* <br />and petroleum products, i,e crankcase oil, and. brake fluid." <br />This sounds liko Class IT.. <br />
