During Phase II operations <br />(Drawing 3), the stockpile will be placed on the fill kept in the <br />same location because it will be the area of the fill which will <br />be brought to final grade first. <br />Fire Safety <br />On September 17, 1991, Kleinfelder contacted Captain White of the <br />Stockton Fire District and requested a letter indicating the site <br />is in compliance with their requirements and regulations. A copy <br />of the letter, when received, will be forwarded to PHS. <br />Captain White indicated he would have his staff inspect the site <br />and supply written requirements for the District. In addition, <br />Kleinfelder has sent a letter to the District requesting their <br />requirements for a safe burn area. We also will forward <br />responses of the District to the PHS as soon as they are <br />available. <br />Comment on PDM Section B -6d <br />PDM Section B -6d corresponding to PSR section D.6. Regarding <br />litter the PSR states that litter should not normally be a <br />problem. Section 17711 Article 7 Chapter 3 Title 14 of <br />California Administrative Code states "Litter and loose materials <br />shall be routinely collected and disposed of properly." EHD <br />requires a statement that the landfill will comply with section <br />17711. <br />Response to Comment on PDM Section B -6d <br />Cover Contractors will routinely collect and properly dispose of <br />litter, pursuant to Section 17711. <br />Comment on PDM Section C-2 <br />PDM Section C-2 corresponding to PSR Section E.3. The PSR states <br />"It is not feasible to install leachate monitoring devices for <br />the site due to proximity of waste to ground water." Section <br />177704 Article 7 chapter 3 title 14 of the California <br />Administrative Code which [sic) states "The operator shall take <br />adequate steps to monitor, collect, treat and effectively dispose <br />of leachates.PO EHD feels that the proximity of the waste to <br />groundwater makes the installation of a leachate collection <br />system imperative. <br />Response to Comment on PDM Section C-2 <br />The landfill contains waste from past operations which is in <br />close proximity to or may have contacted ground water.
