a <br />PSR describes a typical operation cycle. There is no mention of a <br />scale or method of determining the amount of waste delivered with <br />each truckload. <br />PDM section B -5e corresponding to PSR section D.5.4 and D.5.5. <br />The PSR states that no cover is to be used during dry weather. <br />Section 17682 Article 7 Chapter 3 Title 14 of California <br />Administrative Code states that landfill operations receiving <br />tonnage from 5 to 50 per day require cover every 48 hours and <br />landfill operations receiving over 50 tons per day require cover <br />every 24 hours. <br />PDM section B -5f corresponding to PSR section D.5.4. The PSR <br />states that cover material " ...will be obtained from offsite...." <br />Section 17681 Article 7 Chapter 3 Title 14 of California <br />Administrative Code states "If on-site sources of cover material <br />are insufficient, substantiation must be shown to the Local <br />Enforcement Agency that an adequate supply of cover material will <br />be provided." EHD requires substantiation of an adequate supply of <br />cover material be provided to continue processing of the permit. <br />PDM section B -6a corresponding to PSR section D.6 regarding fire <br />control the PSR states "In the event of f ire at the site, site <br />operators should be trained to use the onsite soil stockpile and <br />equipment to cover smoldering loads." A description of an onsite <br />soil stockpile location is not indicated anywhere in the PSR. <br />Section 17561 Article 6 Chapter 3 Title 14 of the California <br />Administrative Code states that burning wastes are to be <br />11 ... deposited in a safe area and extinguished...." A burning waste <br />safe area is not indicated in the PSR. The history of the site has <br />shown fire to be a problem with the Cove Contractors site. EHD <br />requires that a letter from the local fire authority be submitted <br />with the PSR stating that this facility is in conformance with <br />local fire ordinances and that the local fire authority approves <br />the facility as proposed. <br />PDM Section B -6d corresponding to PSR section D.6. Regarding <br />litter the PSR states that litter should not normally be a problem. <br />Section 17711 Article 7 Chapter 3 Title 14 of California <br />Administrative Code states "Litter and loose materials shall be <br />routinely collected and disposed of properly." EHD requires a <br />statement that the landfill will comply with section 17711. <br />PDM Section C-2 corresponding to PSR Section E.3. The PSR states <br />"It is not feasible to install leachate monitoring devices for the <br />site due to proximity of waste to ground water." Section 17704 <br />Article 7 chapter 3 title 14 of the California Administrative Code <br />which states "The operator shall take adequate steps to monitor, <br />collect, treat and effectively dispose of leachates.11 EHD feels <br />that the proximity of the waste to groundwater makes the <br />installation of a leachate collection system imperative. <br />Please update the PSR so we may complete the 5 year review.
