a PSR describes a typical operation cycle. There is no mention of a scale or method of determining the amount of waste delivered with each truckload. PDM section B -5e corresponding to PSR section D.5.4 and D.5.5. The PSR states that no cover is to be used during dry weather. Section 17682 Article 7 Chapter 3 Title 14 of California Administrative Code states that landfill operations receiving tonnage from 5 to 50 per day require cover every 48 hours and landfill operations receiving over 50 tons per day require cover every 24 hours. EHD requires substantiation of an adequate supply of cover material be provided to continue processing of the permit. PDM section B -6a corresponding to PSR section D.6 regarding fire control the PSR states "In the event of f ire at the site, site operators should be trained to use the onsite soil stockpile and equipment to cover smoldering loads." A description of an onsite soil stockpile location is not indicated anywhere in the PSR. Section 17561 Article 6 Chapter 3 Title 14 of the California Administrative Code states that burning wastes are to be 11 ... deposited in a safe area and extinguished...." A burning waste safe area is not indicated in the PSR. The history of the site has shown fire to be a problem with the Cove Contractors site. EHD requires that a letter from the local fire authority be submitted with the PSR stating that this facility is in conformance with local fire ordinances and that the local fire authority approves the facility as proposed. PDM Section B -6d corresponding to PSR section D.6. Regarding litter the PSR states that litter should not normally be a problem. Section 17711 Article 7 Chapter 3 Title 14 of California Administrative Code states "Litter and loose materials shall be routinely collected and disposed of properly." EHD requires a statement that the landfill will comply with section 17711. PDM Section C-2 corresponding to PSR Section E.3. The PSR states "It is not feasible to install leachate monitoring devices for the site due to proximity of waste to ground water." Section 17704 Article 7 chapter 3 title 14 of the California Administrative Code which states "The operator shall take adequate steps to monitor, collect, treat and effectively dispose of leachates.11 EHD feels that the proximity of the waste to groundwater makes the installation of a leachate collection system imperative.
