<br /> . FINDINGS
<br /> A. This existing facility is a 21 acre landfill and the trench method of
<br /> operation is utilized. The facility is located at 3200 S. E1 Dorado
<br /> Street, Stockton, San Joaquin County, California. The site receives
<br /> an average of 2000 cubic yards of group III and 2000 cubic yards of
<br /> limited group II materials per month from commercial haulers and is
<br /> not open to the public. The site is open Monday through Friday,
<br /> 8:00 A.M. to 6:00 P.M. Types of wastes received at the site include:
<br /> 1 . Ground-up automobile demolition particles.
<br /> 2. Dirt, brokers concrete, and other inert construction materials.
<br /> Hazardous wastes are not accepted at the site. Additional information
<br /> concerning the facility's design and operation is included in the
<br /> `Report of Disposal Site Information.
<br /> B. Operations and design i mmediately prior to August 15, 1972 were as
<br /> specified by the Reports of Disposal Site Information dated September
<br /> 15, 1977 and October 5, 1977 which are hereby made a part of this
<br /> permit.
<br /> C. Land within 1 ,000 feet of the site is zoned as follows:
<br /> 1 . M-2 - Heavy Industrial.
<br /> 2. ®1 - Single Family Residential .
<br /> D. This facility's operations and design are currently in substantial
<br /> compliance with State Minimum Standards as determined by a physical
<br /> change inspection made on August 2, 1979, except that they violate
<br /> Sections 17636, 17637, 17639, 17648, 17656, 17657, 17658, 17660, 17676,
<br /> 17677, 17678, 17679, 17681 , 17682, 17684, 17685, 17686, 17701 ,_. 17703,
<br /> 17706, 17707, 17710, 17711 , 17741. The conditions of this perm t wi l l
<br /> establish an appropriate schedule for compliance with these sections
<br /> _........ 'T'hrs permit is granted solely to the operator named above, and is not transferable. Upon a ch' n-go of
<br /> operator, this permit is subject to revocation. Upon a significant change in design or operation from
<br /> that described in this permit or in attachments thereto for the existing design and operation of a
<br /> facility operating immediately prior to August 15, 1977, or from the approved intended *design and
<br /> opestation of a facility which was not operating prior to august 15, 1977, or which horein is granted
<br /> a pimit usodification, this permit is subject to revocation, suspension, modification or other
<br /> appropriate action.
<br /> This permit does not authorize the operation of any facility contrary to the State Minimum standards
<br /> for Solid Waste. Handling and Disposal. This permit cannot be considerod as permission to violate
<br /> existing l,iws, ordinances, regulations, or statutes of other government agencies.
