All existing loose refuse shall be spread in compacted cells not to exceed <br /> a depth of approximately two ( ) feet before compaction and covered with <br /> clean compacted cover material to a minimum thickness of two (2) feet over <br /> the final lift by December 1 , 1979. <br /> . Adequate measures to minimize the creation of dust at the disposal site <br /> shall be taken by the operator by December 1 , 1979. <br /> k.. Final cover grade shall be constructed to promote the runoff of precipi- <br /> tation and prevent ponding on the site or adjacent properties by December <br /> 1 , 1979. <br /> 1 . A safe area shall be set aside for burning waste received at the site by <br /> December 1 , 1979. <br /> m. A means of extinguishing these burning wastes shall be provided in this <br /> area by January 1 , 1980. <br /> n. Adequate barriers shall be provided around the permimeter of the disposal <br /> site by January 1 , 1980. <br /> o. The operator must submit a site design which shows one or more proposed <br /> uses to which the operator must direct his efforts in order to prevent <br /> any hazards or nuisances created by the use of this site as a disposal <br /> area by January 1 , 1980. ' <br /> E. Self-Monitoring frogram: <br /> 1 . The following items shall be monitored by the operator of this facility or <br /> his agent and records shall be kept and made available to the San Joaquin <br /> Local Health District upon request: <br /> a. Quantity and types of wastes received at the site per day per week. <br /> b. Area of site utilized. <br /> c. Quantity and types of wastes recycled per month. <br /> d.
