All existing loose refuse shall be spread in compacted cells <br /> not to exceed a depth of approximately two (2) feet before <br /> compaction and covered with clean compacted cover material <br /> to a minimum thickness of two (2) feet over the final lift <br /> by August 1 , 1978. <br /> j . Adequate measures to minimize the creation of dust at the <br /> disposal site shall be taken by the operator by August 1, 1978 . <br /> . inal ' cover grade shall be constructed to promote the runoff <br /> of precipitation and prevent ponding on the site or adjacent <br /> properties by October 1, 1978 , <br /> 1. A safe area shall be set aside for burning waste received at <br /> the site by August 1, 1978. <br /> m. A means of extinguishing these burning wastes shall be provided <br /> in this area by August 1, 1978 . <br /> n. Adequate barriers shall be provided around the perimeter of the <br /> disposal site by December 31, 1978 . <br /> o. The operator must submit a site design which shows one or more <br /> proposed uses to which the operator must direct his efforts in <br /> order to prevent any hazards or nuisances created by the use <br /> of this site as a disposal area by October 1 , 1978. <br /> E. Self-Monitoring Program: <br /> 1 . The following items shall be monitored by the operator of this <br /> facility or his agent and records shall be kept and made avail- <br /> able to the San Joaquin Local Health District upon request : <br /> a. Quantity and types of 17astes received at the site per <br /> day and per week. <br /> . Area of site utilized. <br /> c. Quantity and types of wastes recycled per month. <br /> d. Number of vehicles utilizing the site per day and per <br /> week. <br />
