I TO CONSTRUCTION QUALITY i ASSURANCE PLAN, <br />COVE CONTRACTORS LANDFILL, SAN JOAQUIN COUNTY <br />The Regional Water Quality Control Board (Regional Water Board) staff has reviewed <br />Amendment No. 1 to Construction Quality Assurance Plan (Amendment No. 1) received for <br />the Cove Contractors (Discharger) site. The Amendment was received on 30 November 2006 <br />and was prepared by Clayton Group Services on behalf of the Discharger. Currently, the <br />Discharger is regulated under the requirements of Cleanup and Abatement Order (CAO) No. <br />R5-2006-0707, including construction of a landfill cap. <br />In Amendment No. 1, the Discharger proposed four changes to their existing Construction <br />Quality Assurance Plan, including revising the cap footprint, revising permeability test methods <br />and testing frequencies, increasing the maximum Plasticity Index of the low -permeability layer <br />(i.e., the cap), and abandoning and relocating two existing groundwater monitoring wells. <br />Details of the Discharger's proposed changes followed by staff comments are outlined below <br />in Items 1 through 4, as follows: <br />1. Revised Cap Footprint and Perimeter Slope <br />Discharger Proposal: <br />a. Revised Cap Footprint. The Discharger noted that the original cap design <br />showed three sides of the cap footprint extending beyond the property boundary. <br />As described in Amendment No. 1, the Discharger proposed that these three <br />sides of the cap (western, southern, and eastern) be modified so that the cap <br />footprint extends only out to the limits of the property boundary. The Discharger <br />stated that the modified cap footprint would retain full coverage of the former <br />landfill and auto shredder waste. <br />b. Revised Perimeter Slope. At the locations where the cap footprint was revised, <br />the Discharger proposed to reduce the side slopes to an angle of 3:1 (horizontal <br />to vertical), as measured from the existing grade catchpoint to the final cap <br />surface. Based on their proposed side slopes of 3:1, the Discharger stated that <br />they would discuss the need for a slope -stability analysis with the Regional <br />Water Board staff. <br />California Environmental Protection Agency <br />0 Recycled Paper <br />
