ElDorado, Stockton, CA; 39 -AA -010 <br />San Joaquin County Environmental Health Division (EHD) received Cove Contractors <br />Landfill (Cove) Closure and Post Closure Maintenance Plan (CPCMP) on March 2, <br />1995. EHD has reviewed the plan and determined that further information will be <br />required. <br />The California Integrated Waste Management Board has also reviewed Cove's CPCMP <br />and made several comments in a letter submitted to this Department on May 11, <br />1995. A copy of their letter is enclosed. Cove's response to CIWMB and EHD <br />comments is required at this time before the CPCMP may be approved. <br />The following EHD questions/concerns must be addressed: <br />1. Leachate control during closure and postclosure is required. More specific <br />information will be necessary regarding how the monitoring system will work. <br />2. More specific information about the membrane liner proposed for the barrier <br />layer of the final cap is required. <br />3. Methane gas monitoring will be required. Submit gas monitoring plan and <br />explain how the monitoring system will be modified for changing postclosure <br />use. <br />4. How and when will on-site buildings be repaired and maintained? They are <br />currently in a state of disrepair. <br />5. Any and all pertinent agency requirements must be met (ie., RWQCB, APCD, <br />etc.) prior to CPCMP approval. <br />A Division of San Joaquin CountyHealth Care Services <br />
