ElDorado, Stockton, CA; 39 -AA -010
San Joaquin County Environmental Health Division (EHD) received Cove Contractors
Landfill (Cove) Closure and Post Closure Maintenance Plan (CPCMP) on March 2,
1995. EHD has reviewed the plan and determined that further information will be
required.
The California Integrated Waste Management Board has also reviewed Cove's CPCMP
and made several comments in a letter submitted to this Department on May 11,
1995. A copy of their letter is enclosed. Cove's response to CIWMB and EHD
comments is required at this time before the CPCMP may be approved.
The following EHD questions/concerns must be addressed:
1. Leachate control during closure and postclosure is required. More specific
information will be necessary regarding how the monitoring system will work.
2. More specific information about the membrane liner proposed for the barrier
layer of the final cap is required.
3. Methane gas monitoring will be required. Submit gas monitoring plan and
explain how the monitoring system will be modified for changing postclosure
use.
4. How and when will on-site buildings be repaired and maintained? They are
currently in a state of disrepair.
5. Any and all pertinent agency requirements must be met (ie., RWQCB, APCD,
etc.) prior to CPCMP approval.
A Division of San Joaquin CountyHealth Care Services
