Box 2009 <br />Stockton, CA 95201 <br />Subject: Cove Contractors Landfill <br />San Joaquin County, California <br />Dear Ms. Oz : <br />In your letter dated February 22, 1994, you requested that Cove Contractors submit a Closure <br />and Postclosure Maintenance plan by May 22, 1994. You also stated that the closure should meet <br />the requirements of Title 14, Division 7, California Code of Regulations, Chapter 3, Article 7.8. <br />We have reviewed Article 7.8 and have prepared a proposed Table of Contents for the Closure <br />and Postclosure Maintenance Plan based on our interpretation that Article. Table 1 lists specific <br />sections within Article 7.8 and how Cove Contractor intends to comply with each regulation. <br />Table 2 is a proposed Table of Contents for the Closure and Postclosure Maintenance Plan. Our <br />goal is to prepare a report that will provide your agency with the necessary information. At the <br />same time, we also believe that since the Cove Contrators Landfill is a small and insignificant site, <br />the scope of the report can reasonably be condensed relative to what is normally expected of a <br />large, active landfill. We will contact you within a few days of your receipt of this letter to <br />discuss our proposed scope of work and report content. <br />On a related issue, we received a copy of your inspection report for a 2/28/94 inspection of the <br />Cove Contractors Landfill. In that report you note some violations and we want to provide you <br />with an update on those issues of violation. <br />Permits Violation <br />PRC 44004 - Significant Change: <br />Although not explained in the inspection report, we assume that the significant change is <br />that Cove Contractors Landfill is considering closing in the near future. Consideration of <br />closure does not give rise to a violation.
