ALT1i
k KLEINFELDER PM,
April 29, 1994
File: 24-215600-H00
Ms. Carol Oz
San Joaquin County PH-EHS
445 N. San Joaquin Street
P.O. Box 2009
Stockton, CA 95201
Subject: Cove Contractors Landfill
San Joaquin County, California
Dear Ms. Oz :
In your letter dated February 22, 1994, you requested that Cove Contractors submit a Closure
and Postclosure Maintenance plan by May 22, 1994. You also stated that the closure should meet
the requirements of Title 14, Division 7, California Code of Regulations, Chapter 3, Article 7.8.
We have reviewed Article 7.8 and have prepared a proposed Table of Contents for the Closure
and Postclosure Maintenance Plan based on our interpretation that Article. Table 1 lists specific
sections within Article 7.8 and how Cove Contractor intends to comply with each regulation.
Table 2 is a proposed Table of Contents for the Closure and Postclosure Maintenance Plan. Our
goal is to prepare a report that will provide your agency with the necessary information. At the
same time, we also believe that since the Cove Contrators Landfill is a small and insignificant site,
the scope of the report can reasonably be condensed relative to what is normally expected of a
large, active landfill. We will contact you within a few days of your receipt of this letter to
discuss our proposed scope of work and report content.
On a related issue, we received a copy of your inspection report for a 2/28/94 inspection of the
Cove Contractors Landfill. In that report you note some violations and we want to provide you
with an update on those issues of violation.
Permits Violation
PRC 44004 - Significant Change:
Although not explained in the inspection report, we assume that the significant change is
that Cove Contractors Landfill is considering closing in the near future. Consideration of
closure does not give rise to a violation. Furthermore, the Closure and Postclosure
Maintenance plan we intend to submit on May 22 will fully address closure and
postclosure issues.
24-215600-H00/CL4-13 (1994) Page 1 of 6 April 29, 1994
KLEINFELDER 2121 N.
