Box 2009 <br />Stockton, CA 95201 <br />Subject: Cove Contractors Landfill <br />Stockton, California <br />Dear Ms. Oz: <br />This letter is a follow-up to the conversation we had yesterday on the telephone regarding the <br />discovery of asbestos during regrading activities at the Cove Contractors Landfill. As I had stated <br />earlier, late last Friday (March 4, 1994) the regrading Contractor (Burns Construction) uncovered <br />a white material while grading in the vicinity of the deepest depression at the northern end of the <br />site. During the preconstruction meeting held on Thursday (March 3), Kleinfelder told the <br />Contractor that even though there was no evidence of hazardous materials in the landfill, if <br />something unexpected was encountered, they were to pull away from the situation and contact <br />Kleinfelder. When the white material was uncovered Friday afternoon, the Contractor pulled <br />away from the immediate area and contacted Kleinfelder. Kleinfelder staff visited the site at 7:00 <br />AM the next morning (Saturday, March 5) when the Contractor was scheduled to continue work. <br />Meinfelder estimates the involved area to be approximately 75 feet long by 15 feet wide. Four <br />samples of the white material were collected. The Kleinfelder sampler wore a respirator with a <br />HEPA filter when collecting the samples. <br />Visually (color, texture, presence of fibers), the white material was like asbestos and until further <br />assessment was made, Kleinfelder told the contractor to stop work until further notice. After the <br />Contractor left the site, Kleinfelder covered the exposed white material with plastic sheeting to <br />reduce the potential for airborne migration. This work was completed at approximately 1:00 PM <br />on Saturday. Upon leaving the site, Kleinfelder securely locked the facility gate. <br />The samples were delivered to Precision Micro -Analysis Inc. on Monday morning (March 7) at <br />8:30 AM for rush analysis. The preliminary analytical results were faxed to Kleinfelder. The <br />results showed that each sample contained asbestos.
