5,000 feet of any airport runway end used by only piston type aircraft must demonstrate <br />that the MSWLF units are designed and operated in such a way as not to pose a bird <br />hazard to the aircraft. <br />The owners or operators must place this demonstration in the operating record and notify <br />the board and the LEA that it has been placed in the operating record. Austin Road and <br />Forward landfills will be affected by this regulation. <br />Existing MSWLF units that cannot make this demonstration must close by October 9, <br />1996 in accordance with Section 17258.60. This deadline for closure may be extended <br />up to two years if the owner or operator demonstrate to the board that there is no <br />available alternative disposal capacity and that there is no immediate threat to human <br />health and the environment. Owners or operators proposing to site new MSWLF units <br />within a 5 mile radius of any airport runway end used by turbojet or piston type aircraft <br />must notify the affected airport and the Federal Aviation Administration - (Section <br />17258.10) <br />3) Owners or operators of all MSWLF units must implement a program at the facility for <br />detecting and preventing the disposal of regulated hazardous waste as defined in 40 CFR <br />Part 261 and polychlorinated biphenyl (PCB) waste as defined in 40 CFR Part 761. This <br />program must include : <br />a. Random inspection • all incoming •.r unless the owner or operator implements <br />• measures to ensure that the incoming •,r •• • contain any regulate,,YJ <br />hazardous waste • PCB. <br />�111� �Ipi�;I;�Iig I <br />C. Training of facility personal to recognize regulated hazardous waste or PCB <br />wastes. <br />d. Notification of the Director of California Department of Toxic Substance Control <br />if a regulated hazardous waste or PCB waste is discovered in the facility. <br />4) Owners or operators of all MSWLF units must implement a routine methane gas <br />monitoring program (Section 17258.23). All facility structures and the landfill property <br />boundary (subsurface testing) shall be monitored at least quarterly. Owners and/or <br />operators of all MSWLF units must ensure that the concentration of methane gas <br />generated by the facility does not exceed 25% of the lower explosive limit for methane <br />in facility structures excluding gas control or recovery systems components and does not <br />exceed the lower explosive limit for methane at the facility property boundary. <br />5) The owner or operator of MSWLF unit must record and retain near the facility in an <br />operating record or in an alternative location approved by the board all the records <br />required by Section 17258.29. <br />
