Cove submitted this workplan as part of its efforts to define the horizontal extent of <br />contamination at the site, as discussed in its 2010 Feasibility Study. Cove plans to install the <br />wells on 13 December 2010. The landfill is unlined and consists of auto shredder waste, <br />construction debris, and other waste. It is regulated under Waste Discharge Requirements <br />(WDRs) Order R5-2005-0100 and Cleanup and Abatement Order (CAO) R5-2006-0707. <br />Based on review, staff generally concurs with the workplan. The workplan is herby approved <br />subject to the following conditions and clarifications: <br />1. Groundwater wells shall be monitored and groundwater samples shall be analyzed <br />according Provision E.2 of the WDRs, and Sections C.4, D.1.c, and Table I of the <br />Monitoring and Reporting Program (MRP) R5-2007-0084. <br />2. The groundwater monitoring wells shall be screened in the uppermost aquifer, as <br />required by .Section C.5, Point of Compliance, in MRP R5-2005-0100. <br />3. All monitoring wells proposed in the workplan, as shown on Figure 2 and revised <br />Figure 7, shall be installed (MW -12, MW -13, MW=RR1, MW-RR2, and MW-RR3). <br />If groundwater samples are obtained during the fourth quarter of 2010, the analytical results <br />must be submitted in the 2010 annual monitoring report, which is due by 31 <br />A Monitoring Well Installation Report must be submitted by 10 April 2011. <br />Attachment A for the information required to be submitted in the installation <br />California Environmental Protection Agency <br />C5 Recycled Paper <br />January 2011. <br />Please see <br />report. <br />
