BOX 4025, SACRAMENTO, CALIFORNIA 95812.4025 <br />(916)341.6000 • WWW.CIWMB.CA.GOV <br />September 25, 2008 <br />Mr. Andrew Keller, Environmental Manager <br />TLE Properties, Inc. <br />379 Costa Mesa Street <br />Costa Mesa, California 92627 <br />RE: APPROVAL OF METHANE VENTING SYSTEM INSTALLATION WORKPLAN <br />AT COVE CONTRACTORS LANDFILL, FACILITY NO. 39 -AA -0010 <br />Dear Mr. Keller: <br />On August 18, 2008, Cove Contractors submitted to the CIWMB a proposed <br />Methane Venting System Installation Workplan as a measure to correct the <br />elevated methane gas levels on the perimeter monitoring probes of the landfill. <br />Board staff reviewed the submittal, and in a letter dated August 29, 2008, <br />provided you with comments and/or questions relative to the submitted workplan. <br />On September 23, 2008, Mr. Jeffrey D. Bennett of Miller Brooks Environmental, <br />Inc. on behalf of Cove Contractors, submitted responses to the questions and/or <br />comments that we had sent in the August 29, 2008 letter. Board staff find most of <br />the responses adequate, and therefore, approve the proposed methane venting <br />system installation at the Cove Contractors Landfill. The approval is subject to <br />the following condition: <br />The proposed one year monthly monitoring to establish the trend of the methane <br />concentration in the probes is acceptable, but only if the declining trend is <br />established within the first six months of the installation, and operation of the <br />system. If, a clear declining trend is evident after six months of installation and <br />operation of the system, the monthly monitoring can continue for additional six <br />months, and subsequently Cove Contractors may request the Enforcement Agency <br />(EA) reduce the frequency of the monitoring to quarterly. However, if after six <br />months of monitoring there is no clear trend of decline in the concentration of the <br />methane gas in the probes, the EA will require Cove Contractors to propose a <br />modified design and/or improvement to the proposed system. <br />W <br />OWINAL PRINTED ON 100 % POSTCONSUMER CONTENT, PROCESSED CHLORINE FREE PAPER <br />
