ALCg-29-2008 10:39 AM CA In egrated Waste Management 916 3884 2/6
y
Mr_ Andrew Keller
August: 29; 2008
4. Cinder the proposed workplan, what is the timeline by which the concentrations
of the methane gas in the perimeter monitoring probes are to be below the
regulatory threshold of 5%? 1f the methane gas levels in the probes are above 5%,
but the system shows a clear declining trend, the owner/operator can suggest a
concomitant timeline. If on the other hand, the concentrations of the methane gas,
in the probes remain Above 5%, and show no clear trend of decline, then., the
owner/operator has to suggest another timeline, that is considerate of the
circumstance.
5. Figure 3 in the submitted work plan shows the locations of the proposed
methane venting systems. The drawing does not indicate installation of any
methane venting systems in the area of the landfill where probes PGP -4 and
PGP -6 are located. What is the reason for omission of the methane venting
systems in the northern area of the site under one final closure plan? if the
Omission is on the basis of the non -detect ofinethme gas in PGP -4 and PCIP-6 in
the available records of the monitoring program, exten.siou of the control syste:ri
to the area will be required, if future monitoring indicates detection of meth.aize
gas in the two monitoring probes.
6. The Regional Water Quality Couti.ol Board (RWQCB) shall also be notified
regarding the proposal for the vent installation in. fill.
Thank for the submittal of the installation workplan. If you have further questions
.regarding the mimu.ents and/or questions, please contact me at (916) 341-6402 or
IVIr. Gino Yekta, of the Board's Closure and Technical Support Section, at (916)
341-6354.
Sincerely, y
Tadese Gebrehawariat
MSW Facilities Operations and Evaluation Branch
Compliance Evaluation and Enforcement Division
Cc: Ms. Mary Boyd,
Central 'Valley regional Water Quality Control Board
11020 Sun Center Drive, Suite 200
Rmicho Cordova, CA 95670-6114
Mr. Craig Mitchell,
San Joaquin Air Pollution Control District
4800 Enterprise Way
Modesto, CA 95356
